POSITION SUMMARY

The IT Portfolio Management Leader will oversee IT infrastructure portfolio, infrastructure strategy, relationship management, budget and capacity management supporting one or more of subsidiary (affiliate) businesses. As a business critical technology leader you will help define and implement portfolio management policies and processes to support subsidiary businesses' hosted platform support, as well as new infrastructure investments, as well as security maturity and audit compliance needs for our growing healthcare platform needs.

Fundamental Components:

Minimum of 10+ years in end to end infrastructure project and portfolio management planning in a fast paced environment

Experience with project initiation, planning, and assessing resource availability, capability, costs, and prioritization against multiple project

Experience in optimizing resource allocation and sharing knowledge and learning between resources

Experience in business and IT relationship management, portfolio reporting and service management reporting to business leaders

Understanding IT infrastructure planning for web applications and services on Linux (Java) & Windows (.NET) servers and hosting concepts, a plus

Experience managing application dependencies, across cross-functional teams in a hybrid platform that involves commercial healthcare software

Understanding of scaled agile and lean principles, framework, and methodologies such as SAFe 4.5, DevOps, and Kanban, a plus

Hands-on working experience with implementing portfolio management practices, cadence, and tools

Great communications skills, and ability to sway others on portfolio best practice concepts and enterprise standards

Healthcare IT experience a plus

BACKGROUND/EXPERIENCE desired:

Strong leadership experience, collaboration skills with the ability to work effectively with all levels of management and staff.

Ability to assess business value and risks against IT project portfolio

Ability to develop processes and leverage existing tools to onboard new tech project requests and ensure alignment with enterprise strategy

Work closely with subsidiary businesses' IT development PMO to ensure business requirements and budget align with infrastructure resources

Work closely with finance to ensure budget management and monthly portfolio reporting of Infrastructure budget baseline vs. incremental business needs

Build trusted and effective relationships working with enterprise project managers to ensure they deliver on-time, on-budget, on benefit and on-quality

Ability to prioritize work effectively and ability to work with geographically dispersed technical teams including remote resources across the US and Off-shore

Financial experience a plus.

Experience within a highly technical large data processing environment including mainframe, midrange, network and distributed services

Strong leadership experience, ability to work independently and adapt to changing priorities, effective management of resources and strong communication skills

Leadership experience, collaboration skills with the ability to work effectively with all levels of management and staff

Excellent verbal and written communication skills

Enterprise, application and information architecture design experience preferred

Familiarity with infrastructure operations

Strong analytical skills used to identify and resolve problems

EDUCATION

The highest level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.
