Phoenix office-based role reports to the Implementation Director for Human Capital. This role supports the Medicaid line of business. Position has primary responsibility of supporting human capital projects providing administrative support and supporting candidate management, analysis and reporting. Position supports all aspects of implementation staffing projects as assigned and/or other programs such as planning, coordination, development, and implementation. Ensures the end state of the project meets business objective(s) and that all deliverables and due dates are met on time. Highly collaborative process often requires managing relationships across the multiple functional areas. Role is accountable for the creation and maintenance of project plans in Microsoft Project and the implementation of multiple ongoing projects that may impact more than one of the following: processes, systems, products and/or functions and may run a year or more in duration. Project work will include: human capital standard operating model and ABX; implementations in new markets and market expansions; readiness review preparation and other projects as assigned.

Fundamental Components:

-Supports the business with staffing processes for new health plan implementations and market expansions; acts as a manager delegate engaging with candidates, completing new hire employee set-ups and assisting with contingent worker staffing requests. -Develops templates, policies, procedures, desktops, and other tools and identifies best-practice work flows for human capital implementation processes -May provide administrative support to Sr. Director and other department Directors as assigned -Tracks candidates and maintains candidate tracking logs.-Creates job descriptions, organization charts and other required documents for readiness review and implementation requirements.-Takes meeting minutes.-Supports interview scheduling and conducts interviews as assigned.-May screen candidate resumes and provide interview recommendations. -Supports Medicaid recruiting events including job fairs and interviewing events as assigned.- -Proactively supports projects as assigned by setting direction of project, creating and maintaining project plans, identifying key milestones and due dates and identifying additional resources needed on selected project(s).-Develops and implements strategic project plan to achieve business staffing goals.-Leads group facilitations and presentations influencing various internal and external parties.-Supports the collection and management of human capital data, analysis and reporting; completes status reports and other staffing-related reports; delivers data presentations and report-outs to various audiences including lead teams, command center and other leader forums as assigned.-Identifies issues that may stall project and addresses them by either resolving the issue or creating an alternative solution.-Tracks progress and communicates project(s) status on a regular basis to manager and other impacted parties..-May create and deliver training sessions to new health plan staff and implementation hiring teams.-Core hours are Monday through Friday, 8AM-5PM; project work in other time zones may require flexibility and availability outside of these hours, some recruiting events may require ability to travel/work on a weekend-NOT routinely.


-3-5 years relevant staffing related work experience; engaging with candidates and/or supporting new hire processes such as new employee processing, sourcing candidates or supporting interview processes; is required. -Education Requirements: BS/BA or equivalent work experience is preferred. -Healthcare and or managed care experience is required. -Exceptional communication skills written, verbal and presentation is required. -Solid time management skills and advanced proficiency with MS Office Suite(Project, PowerPoint, Word, Excel, Outlook, Visio, SharePoint) is required. -Ability to work with and communicate effectively with all levels of management; external vendors and other resources is required.


-Experience with data management and reporting. -Familiarity, knowledge and/or experience with recruiting events is a plus. -Previous experience supporting projects or acting as a project lead is highly desired. Position requires flexibility to travel on an as-needed basis to assist with planning and execution of new business and growth projects, state readiness reviews and recruiting events; travel to other Medicaid offices (out-of-state) may be required.


The highest level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.
