The Workforce Specialist manages and oversees vocational rehabilitation and psychiatric rehabilitation programs. Develops and oversees job and business development services. Acts as the interagency liaison with ADES/RSA and other stakeholders such as the Work Incentive Planning and Assistance agency. Ensures compliance with federal and state laws, and all contractual requirements.
-Collaborates with the Rehabilitation Services Administration and establishes working relationships and data-sharing agreements
-Develops and implements written policies and procedures, and ensures continued compliance
-Utilizes data analytics and develops systems to track quality of life outcomes while evaluating the efficacy of various psychiatric rehabilitation programs
-Works with provider network to understand the value of becoming a registered employment network through Social Security Administrations Ticket to Work Program
-Partners with the local Work Incentives Planning and Assistance Agency (WIPAA) to help expand their benefits counseling services
-Partners with the Medicaid Infrastructure Grant partners to expand use of the Disability Benefits (DB) 101 web-based benefits calculator and work incentives support tool
-Works with the provider community, local and national business, other state agencies and community stakeholders to increase employment success and enhance the ability of the target population as participating members of the workforce within their communities
-Provides oversight of the provision of psychiatric rehabilitation services; coordinating closely with the Quality Management and Network departments to ensure a robust system of care that provides individual choice and supports goal development related to employment, education, and other quality of life goals
-Works with RSA to customize vocational rehabilitation services for persons with SMI Offers support, collaboration and training to SMI clinics, providers, health homes, and members and families for supported employment Implements SAMHSAs Supported Employment (SE) Evidenced Based Practice (EBP) model that emphasizes helping individuals obtain competitive work in the community and providing the supports necessary to facilitate their success in the workplace
-Engages individuals in discussions related to the value of work and will directly provide and/or refer to specialty providers for psychosocial rehabilitation services
-Creates effective organizational structure, roles and jobs
-Develops staff skills and competencies through training and experience
-Professional experience in vocational rehabilitation and employment program development and community partnerships in support of these programs is required, 10+ years of experience is highly preferred.
-Management experience leading a department in these activities is highly preferred.
-Bachelors degree in social work, rehab counseling, or a related field; MSW degree a plus.
-Certified Psychiatric Rehabilitation Practitioner (CPRP) highly preferred.
-Experience complying with federal and state laws, rules and regulations for Rehabilitation Services Administration (RSA) programs.
-Knowledge in both supported and competitive employment programs in the recovery of persons with mental illness.
-Experience in economic development / large scale job development.
-Experience in business development, especially knowledge related to consumer-run businesses.
-Experience interfacing with system stakeholders and established relationships with relevant stakeholders such as the Social Security Administration, the National Employment Network Association, RSA, and the U.S. Psychiatric Rehabilitation Association.
Bilingual is highly desired.
The minimum level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.
