POSITION SUMMARY

The Public Sector & Labor markets, comprised of Public Sector employers with 500 or more eligible subscribers & multi-employer Labor funds with two or more eligible subscribers, represent one of Aetna's largest growth opportunities. As healthcare becomes ever more hyper-local, Aetna needs differentiated & integrated solutions that address the unique needs of public sector & labor entities.

The Executive Director of Public & Labor Solutions Management leads the team responsible for building these solutions. By deeply understanding the needs of customers & members in this market, the Executive Director of Public & Labor solutions looks across the entire portfolio of products, including core medical (for active employees & retirees), ancillary, & pharmacy benefits, as well as clinical care models & networks, to build new and/or bundled solutions that will resonate with the Public Sector & Labor market.

Responsible for solution strategy in these critical segments, the Head of Public & Labor Solutions must partner tightly with the Commercial market leadership to deliver the solutions that will enable the Public & Labor business to achieve it's membership and revenue targets, both new sales & retention. The Head of Public & Labor Solutions will represent the product & solutions management function in the Public & Labor business leadership meetings, and is expected to work cross-functionally with sales, underwriting, actuarial, finance, marketing & product engineering to design & deliver new solutions.

Fundamental Components:

The successful candidate is a proven business leader with a deep understanding of the Public Sector and Labor marketplace, who will articulate a compelling solutions strategy that directly meets the needs of these customers. Additionally, this role will be responsible for components of the Public and Labor business operations including Compliance, Operational Effectiveness, and Joint Claim Administration solutions specifically targeting self- or TPA-settled Labor funds with accountability for the P&L.

This role is a member of the Product and Solutions Management organization leadership team, and will manage an organization of 25-30 individuals.

Essential Responsibilities:

Partner closely with the Public Sector and Labor market leadership to ensure those teams have the differentiated solutions necessary to drive profitable growth

Partner closely with the product design & implementation team to ensure that plan build-out and regulatory filings meet the unique needs of public and labor-specific solutions

Partner with partner product management to include 3rd-party offerings and new technologies into Aetna's integrated solutions

Analyze Public Sector and Labor markets, uncover customer needs and then design new solutions

Develop a deep understanding of the competitive landscape, from both a plan sponsor and member perspective, and then use it to build a solution strategy

Lead the development of rigorous strategic and economic business cases for all new solution offerings, including revenue, profit and market share targets

Manage solution development from concept gate thru launch gate

Evaluate existing solutions for current customers and determine whether to reconfigure or sunset ineffective or outdated products

Regularly present in front of customers and brokers on Aetna's solutions

Thought leadership, e.g., speaking at conferences and key customer forums

Work across Aetna's broad portfolio of products, including medicare, dental, vision, voluntary, stop-loss, and wellness programs to assemble these components into integrated solutions for the Public and Labor market

Partner closely with the digital membership experience team to ensure their new capabilities are included in Aetna's offerings

Partner closely with the clinical network team to ensure that their networks meet the needs of the Public Sector and Labor segments

BACKGROUND/EXPERIENCE

Public Sector & Labor experience

Healthcare background

Min 10 yrs of demonstrated mgmt & leadership success within a P&L or product lead role

Strategic thinker with excellent judgment & business sense

Extensive experience & successful track record working in & building relationships within matrixed organizational structures

Problem solving, negotiation, communication & presentation skills

EDUCATION

MBA preferred
